BEIRUT/WASHINGTON (Reuters) - Syria hailed a "historic American retreat" on Sunday, mockingly accusing President Barack Obama of hesitation and confusion after he delayed a military response to last month's chemical weapons attack near Damascus until after a congressional vote.
U.S. Secretary of State John Kerry said tests had shown sarin nerve gas was fired on rebel-held areas on August 21, and expressed confidence that U.S. lawmakers would do "what is right" in response.
Washington says more than 1,400 people, many of them children, were killed in the attack.
It was the deadliest incident of the Syrian civil war and the world's worst use of chemical arms since Iraq's Saddam Hussein gassed thousands of Kurds in 1988. But opinion polls have shown strong opposition to a punitive strike among Americans weary of wars in Iraq and Afghanistan.
Obama's announcement on Saturday that he would seek congressional authorization for punitive military action against Syria is likely to delay any strike for at least nine days.
His administration launched a political offensive on Sunday to win over a skeptical Congress, but faced tough questions from lawmakers in both parties.
The United Nations said Obama's announcement could be seen as part of an effort to forge a global consensus on responding to the use of chemical arms anywhere.
"The use of chemical weapons will not be accepted under any circumstances," U.N. spokesman Martin Nesirky said. "There should be no impunity and any perpetrators of such a horrific crime against humanity must be held accountable."
The final resolution of a meeting of Arab League meeting foreign ministers meeting in Cairo urged the United Nations and international community to "take the deterrent and necessary measures against the culprits of this crime that the Syrian regime bears responsibility for".
The ministers also said those responsible for the attack should face trial, as other "war criminals" have.
The Syrian government says the attack was staged by the rebels. With Obama drawing back from the brink, President Bashar al-Assad reacted defiantly to the threat of Western retaliation, saying Syria was capable of confronting any external strike.
He left his most withering comments to his official media and a junior minister.
"Obama announced yesterday, directly or through implication, the beginning of the historic American retreat," Syria's official al-Thawra newspaper said in a front-page editorial.
Syrian Deputy Foreign Minister Faisal Mekdad accused Obama of indecision. "It is clear there was a sense of hesitation and disappointment in what was said by President Barack Obama yesterday. And it is also clear there was a sense of confusion as well," he told reporters in Damascus.
Before Obama put on the brakes, the path had been cleared for a U.S. assault. Warships were in place and awaiting orders to launch missiles, and U.N. inspectors had left Syria after gathering evidence on the use of chemical weapons.
U.S. military officials are using the delay to reassess which ships will be used for a strike, and which sites in Syria to target. One change was a decision to send the USS Nimitz aircraft carrier and its entire strike group toward the Red Sea to help support a Syria strike, if needed.
SCEPTICAL CONGRESS
Kerry invoked the crimes of Adolf Hitler, Saddam and the potential threat to Israel from Syria and Iran in urging U.S. lawmakers to back a strike on Assad's forces.
"This is squarely now in the hands of Congress," he told CNN, saying he had confidence "they will do what is right because they understand the stakes."
It became apparent on Sunday that convincing Congress of atrocities committed by Assad's forces was only one of the challenges confronting Obama.
Lawmakers raised a broad array of concerns, including the potential effectiveness of limited strikes, the possible unintended consequence of sparking a wider Middle East conflict, the wisdom of acting without broader international backing to share the burden and the war weariness of the American public.
Many Democrats and Republicans are uneasy about intervening in a distant civil war in which 100,000 people have been killed over the past 2 1/2 years, and lawmakers have not cut short their summer recess, which ends September 9.
Members of Congress were briefed by Obama's national security team on the case for military action. When they emerged after nearly three hours, many members from both parties questioned the broad nature of the measure Obama is seeking, suggesting it needed to be narrowed.
"The president said this is going to be limited. Yet that's an open-ended authorization to just about do anything he wants," said Senator Tom Harkin from Obama's Democratic Party.
The White House is due to talk with House Democrats by telephone on Monday, and Obama will meet with the heads of several key House and Senate committees in person on Tuesday.
Kerry said he had more evidence backing accusations against Damascus.
"I can share with you today that blood and hair samples that have come to us through an appropriate chain of custody, from east Damascus, from first responders, it has tested positive for signatures of sarin," he told CNN.
U.N. weapons inspectors collected their own samples and diplomats say Secretary-General Ban Ki-moon has told the five permanent Security Council members - Britain, China, France, Russia and the United States - that it would take up to two weeks before the final report is ready.
In Damascus, ordinary Syrians reacted with a mixture of relief, disappointment and scorn to Obama's decision. "I have to admit this morning was the first time I felt I could sleep in," said Nawal, who works as a housekeeper in the Syrian capital.
Bread had returned to the bakeries and members of the state security forces appeared relaxed, drinking tea and chatting at their posts outside government buildings.
FRANCE CANNOT GO IT ALONE
The United States had originally been expected to lead a strike relatively quickly, backed up by its NATO allies Britain and France. But British lawmakers voted on Thursday against any involvement and France said on Sunday it would await the U.S. Congress' decision.
"France cannot go it alone," Interior Minister Manuel Valls told Europe 1 radio. "We need a coalition."
French President Francois Hollande, whose country ruled Syria for more than two decades until the 1940s, has come under increasing pressure to put the intervention to parliament.
A BVA poll on Saturday showed most French people did not approve of military action and most did not trust Hollande to conduct such an operation.
Jean-Marc Ayrault, his prime minister, was to meet the heads of both houses of parliament and the conservative opposition on Monday before lawmakers debate Syria on Wednesday.
French first lady Valerie Trierweiler said on Sunday she was still in shock over pictures of Syrian children killed in the attack and told France's M6, "I do not know how one can bear it, how one can accept it."
Syria and its main ally, Russia, say rebels carried out the gas attack to draw in foreign military intervention. Moscow has repeatedly used its Security Council veto to block action against Syria, saying it would be illegal and only inflame the civil war.
Critics say further delay by Obama is simply buying Assad more time.
The Istanbul-based Syrian opposition coalition said Assad had moved military equipment and personnel to civilian areas and put prisoners in military sites as human shields against any Western air strikes.
It said rockets, Scud missiles and launchers as well as soldiers had been moved to locations including schools, university dormitories and government buildings inside cities.
Reuters could not independently verify the reports, and attempts to reach Syrian officials for comment were unsuccessful.
Obama's credibility has already been called into question for not punishing Assad over earlier alleged gas attacks, and he is under pressure to act now that he believes Damascus has crossed what he once described as a "red line".
Failure to act, some say, could mean Iran would feel free to press on with a nuclear program the West believes is aimed at developing an atomic bomb and that might encourage Israel to take matters into its own hands.
"If Obama is hesitating on the matter of Syria, then clearly on the question of attacking Iran - a move that is expected to be far more complicated - Obama will hesitate much more, and thus the chances Israel will have to act alone have increased," Israeli Army Radio quoted an unnamed government official as saying.
Financial markets have been concerned about possible intervention in Syria, and a delay caused by seeking congressional approval would be "a positive," said Michael Yoshikami, CEO of Destination Wealth Management in Walnut Creek, California.
"A delay will let investors calm down and assess things. There was a lot of concern that there would be unilateral military action, because that could have had a major impact on oil prices, which in turn would have impacted GDP and consumer spending - not what we want to see with economic growth still so slow, he said.
Pope Francis called for a negotiated solution to the conflict in Syria and announced he would lead a worldwide day of prayer for peace in the country on Saturday.

A music video featuring an Arabic-singing belly dancer voicing profanity-laced lyrics that accuse President Barack Obama of supporting terrorism and the Muslim Brotherhood has gone viral in Egypt.
The video - "You Obama, Your Father, Mother" - features performer Sama Elmasry brandishing a sword next to Obama's photo as well as  various Photoshopped images of the U.S. president including dressed as Osama bin Laden and as a baby in diapers

The lyrics chastise Obama and U.S. Ambassador to Egypt Anne Patterson for their perceived lack of support for the Egyptian Army which has been in control since the ousting of President Mohammed Morsi last month.
Among the lyrics, according to the video's subtitled translation (emphasis added):

Contrary to the lyrics' suggestion, the U.S. administration has not officially designated the events of early July as a "coup" which under U.S. law would have forced a stop to American financial aid to Egypt.

The singer then blasts the Obama administration for its call on the Egyptian military last month to release Morsi from jail, after European countries had done the same. She sings that Obama should cede from that position or she will "stab" him and mockingly brandishes a sword against Obama's photo. She asks why he "told [secular former President Hosni] Mubarak to leave immediately," implying that Obama always wanted the Islamists to take power.
Besides her sword, Elmasry also brandishes some choice insults including calling Obama a "jerk" and telling him, "f*** you" over threats to cut back foreign aid to Egypt.

She sings:

She then accuses Obama of joining forces with "the terrorists," calling them "all the disgusting guys":

At the 3:36 point in the video, Elmasry switches to English, in which she blasts Obama for his friendship with Israel, Turkey and Qatar. Qatar has strong ties with the Muslim Brotherhood , having provided $8 billion in aid to Morsi's government over the past two years, according to Lebanon's Daily Star. She says:
Your father and your mother Your Israel, your Turkey, and your Qatar All of you , Go to hell! Listen, Obama We are Egyptian We are civilization Are you listen, Obama?
At the end of the video, English script appears on screen saying: "When Egypt talking, should be America shut up."
During the massive demonstrations leading up to the ousting of President Morsi last month, numerous anti-American signs were seen in the crowd blasting Obama and Ambassador Patterson over their perceived affinity for the Muslim Brotherhood. An image that appeared repeatedly and was also seen in the video showed Patterson meeting with Muslim Brotherhood Spiritual Guide Mohammed Badie.

Carl Gallups (Freedom Friday With Carl Gallups and PPSIMMONS founder) says that he has recently spoken with Lt. Mike Zullo, lead investigator of the Arpaio Obama Fraud investigation. Here is what Gallups says is happening right now:

1. Lt. Zullo confirms that a meeting with a large "group" of VIPs is now on the schedule. This is a huge step forward in the potential prosecution of the Obama fraud. This meeting arrangement was just finalized in the last couple of days. The group of VIPs has asked to see the Arpaio evidence, in light of all the recent exposure that Gallups and Zullo have brought to the case with their recent trip to CPAC and Capitol Hill. Zullo will soon give them a presentation that should prove to be overwhelming evidence of the fraud, felony, and fabrication perpetrated by the White House. If this group endorses what Arpaio and Zullo shows them - it could prove to be a huge advancement in the potential prosecution of the case. This presentation is scheduled to happen just weeks from now.

2. Another, and very important, VIP of standing is still promising and laying specific plans for a monumental exposure of the case and movement for criminal prosecution. We are still hoping this plan will come to fruition within the next couple of months. If this comes off as planned, it will be huge, especially if that plan then has the backing of the large group of VIPs mentioned above.

3. A couple of other meetings with additional VIPs of standing are on the calendar. They too wish to personally see and hear the evidence that Arpaio and his investigators have amassed in this criminal case of national fraud.

Gallups says, "As these meetings, events and plans come together we are hoping for a snow ball effect. We believe that more and more people of standing will come on board as they see the boldness and courage of others who are willing to speak to the truth of the matter and bring this case to full light and prosecution."

When asked what the "the truth" of the matter was, Gallups responded, "The truth is that the birth certificate proffered by Obama himself as his ONLY identifying document presented to the public thus far - is a fake. It's a forged and fabricated document. The question has to be asked - 'Why would the POTUS present a forged document to the nation and proclaim this to be his legitimate identification?' It doesn't make sense - unless, perhaps, he has no legitimate identification. If this is so, it goes directly to nationalsecurity, constitutional law, federal law, and a potential constitutional crises."

We asked Gallups to define what he means by a "VIP." Gallups responded, "A VIP is a very important person of standing. That is a person who can DO something about this case - a person who can move this case to the prosecution level. There are several State and Federal officials and law enforcement entities that can make that happen. These are the ONLY people we are dealing with at this point. The investigation has been done. The evidence is in. The document is a 100% proven and signed off on - FRAUD. There is no more question about that."

Gallups went on to say, " Now the only questions that remain are 1. Who did it? and 2. Why did the POTUS offer it as his own? These are huge questions and we are dealing only with people now who have "standing" in the matter - people who can get this case to a prosecution level. That is finally happening. We are further along now with this matter than ever before. I know people are anxious. Mike Zullo, Sheriff Arpaio, and I are asking people to be patient - something will happen soon."

Shameful: A Message From President Obama

A few hours ago, President Obama stood with parents who lost children in the Newtown tragedy and said: "All in all, today was a pretty shameful day for Washington."
That's because a minority of senators blocked legislation that would have made America safer and better protected our kids. Forty-five lawmakers stood in the way of improvements to the background check system that would keep guns out of the hands of violent criminals and the mentally unstable -- something that 90 percent of Americans support.

A few hours ago, President Obama stood with parents who lost children in the Newtown tragedy and said: “All in all, today was a pretty shameful day for Washington.”
That’s because a minority of senators blocked legislation that would have made America safer and better protected our kids. Forty-five lawmakers stood in the way of improvements to the background check system that would keep guns out of the hands of violent criminals and the mentally unstable — something that 90 percent of Americans support.
You’re going to want to hear President Obama explain why he thinks this happened. Read the transcript below, then share this so that everyone knows what comes next:
– The President’s Remarks –
A few months ago, in response to too many tragedies — including the shootings of a United States Congresswoman, Gabby Giffords, who’s here today, and the murder of 20 innocent schoolchildren and their teachers — this country took up the cause of protecting more of our people from gun violence.
Families that know unspeakable grief summoned the courage to petition their elected leaders — not just to honor the memory of their children, but to protect the lives of all our children. And a few minutes ago, a minority in the United States Senate decided it wasn’t worth it. They blocked common-sense gun reforms even while these families looked on from the Senate gallery.
By now, it’s well known that 90 percent of the American people support universal background checks that make it harder for a dangerous person to buy a gun. We’re talking about convicted felons, people convicted of domestic violence, people with a severe mental illness.  Ninety percent of Americans support that idea. Most Americans think that’s already the law.
And a few minutes ago, 90 percent of Democrats in the Senate just voted for that idea. But it’s not going to happen because 90 percent of Republicans in the Senate just voted against that idea.
A majority of senators voted “yes” to protecting more of our citizens with smarter background checks. But by this continuing distortion of Senate rules, a minority was able to block it from moving forward.
I’m going to speak plainly and honestly about what’s happened here because the American people are trying to figure out how can something have 90 percent support and yet not happen. We had a Democrat and a Republican -– both gun owners, both fierce defenders of our Second Amendment, with “A” grades from the NRA — come together and worked together to write a common-sense compromise on background checks. And I want to thank Joe Manchin and Pat Toomey for their courage in doing that. That was not easy given their traditional strong support for Second Amendment rights.
As they said, nobody could honestly claim that the package they put together infringed on our Second Amendment rights. All it did was extend the same background check rules that already apply to guns purchased from a dealer to guns purchased at gun shows or over the Internet. So 60 percent of guns are already purchased through a background check system; this would have covered a lot of the guns that are currently outside that system.
Their legislation showed respect for gun owners, and it showed respect for the victims of gun violence. And Gabby Giffords, by the way, is both — she’s a gun owner and a victim of gun violence. She is a Westerner and a moderate. And she supports these background checks.
In fact, even the NRA used to support expanded background checks. The current leader of the NRA used to support these background checks. So while this compromise didn’t contain everything I wanted or everything that these families wanted, it did represent progress. It represented moderation and common sense. That’s why 90 percent of the American people supported it.
But instead of supporting this compromise, the gun lobby and its allies willfully lied about the bill. They claimed that it would create some sort of “big brother” gun registry, even though the bill did the opposite. This legislation, in fact, outlawed any registry. Plain and simple, right there in the text. But that didn’t matter.
And unfortunately, this pattern of spreading untruths about this legislation served a purpose, because those lies upset an intense minority of gun owners, and that in turn intimidated a lot of senators. And I talked to several of these senators over the past few weeks, and they’re all good people. I know all of them were shocked by tragedies like Newtown. And I also understand that they come from states that are strongly pro-gun. And I have consistently said that there are regional differences when it comes to guns, and that both sides have to listen to each other.
But the fact is most of these senators could not offer any good reason why we wouldn’t want to make it harder for criminals and those with severe mental illnesses to buy a gun. There were no coherent arguments as to why we wouldn’t do this. It came down to politics — the worry that that vocal minority of gun owners would come after them in future elections. They worried that the gun lobby would spend a lot of money and paint them as anti-Second Amendment.
And obviously, a lot of Republicans had that fear, but Democrats had that fear, too. And so they caved to the pressure, and they started looking for an excuse — any excuse — to vote “no.”
One common argument I heard was that this legislation wouldn’t prevent all future massacres. And that’s true. As I said from the start, no single piece of legislation can stop every act of violence and evil. We learned that tragically just two days ago. But if action by Congress could have saved one person, one child, a few hundred, a few thousand — if it could have prevented those people from losing their lives to gun violence in the future while preserving our Second Amendment rights, we had an obligation to try.
And this legislation met that test. And too many senators failed theirs.
I’ve heard some say that blocking this step would be a victory. And my question is, a victory for who? A victory for what? All that happened today was the preservation of the loophole that lets dangerous criminals buy guns without a background check. That didn’t make our kids safer. Victory for not doing something that 90 percent of Americans, 80 percent of Republicans, the vast majority of your constituents wanted to get done? It begs the question, who are we here to represent?
I’ve heard folks say that having the families of victims lobby for this legislation was somehow misplaced. “A prop,” somebody called them. “Emotional blackmail,” some outlet said. Are they serious? Do we really think that thousands of families whose lives have been shattered by gun violence don’t have a right to weigh in on this issue? Do we think their emotions, their loss is not relevant to this debate?
So all in all, this was a pretty shameful day for Washington.
But this effort is not over. I want to make it clear to the American people we can still bring about meaningful changes that reduce gun violence, so long as the American people don’t give up on it. Even without Congress, my administration will keep doing everything it can to protect more of our communities. We’re going to address the barriers that prevent states from participating in the existing background check system. We’re going to give law enforcement more information about lost and stolen guns so it can do its job. We’re going to help to put in place emergency plans to protect our children in their schools.
But we can do more if Congress gets its act together. And if this Congress refuses to listen to the American people and pass common-sense gun legislation, then the real impact is going to have to come from the voters.
To all the people who supported this legislation — law enforcement and responsible gun owners, Democrats and Republicans, urban moms, rural hunters, whoever you are — you need to let your representatives in Congress know that you are disappointed, and that if they don’t act this time, you will remember come election time.
To the wide majority of NRA households who supported this legislation, you need to let your leadership and lobbyists in Washington know they didn’t represent your views on this one.
The point is those who care deeply about preventing more and more gun violence will have to be as passionate, and as organized, and as vocal as those who blocked these common-sense steps to help keep our kids safe. Ultimately, you outnumber those who argued the other way. But they’re better organized. They’re better financed. They’ve been at it longer. And they make sure to stay focused on this one issue during election time. And that’s the reason why you can have something that 90 percent of Americans support and you can’t get it through the Senate or the House of Representatives.
So to change Washington, you, the American people, are going to have to sustain some passion about this. And when necessary, you’ve got to send the right people to Washington. And that requires strength, and it requires persistence.
And that’s the one thing that these families should have inspired in all of us. I still don’t know how they have been able to muster up the strength to do what they’ve doing over the last several weeks, last several months.
And I see this as just round one. When Newtown happened, I met with these families and I spoke to the community, and I said, something must be different right now. We’re going to have to change. That’s what the whole country said. Everybody talked about how we were going to change something to make sure this didn’t happen again, just like everybody talked about how we needed to do something after Aurora. Everybody talked about we needed change something after Tucson.
And I’m assuming that the emotions that we’ve all felt since Newtown, the emotions that we’ve all felt since Tucson and Aurora and Chicago — the pain we share with these families and families all across the country who’ve lost a loved one to gun violence — I’m assuming that’s not a temporary thing. I’m assuming our expressions of grief and our commitment to do something different to prevent these things from happening are not empty words.
